Are Erectile Dysfunction Drugs Really Different From Each Other?

It has a long fight, both in courts of law and the court of public opinion, to get health care insurance plans to cover erectile dysfunction (ED) drugs like Cialis, Levitra, and Viagra. By no means to all plans have this benefit but considerably more than even five years ago. Unfortunately, a combination of increasing health care costs and a bad economy is causing considerable backsliding. There is a mad dash to eliminate anything and everything possible to save money.

Here is just one example. In 2005, the Milwaukee School District removed drug that treat erectile dysfunction in an attempt to reduce costs. According to the district, the estimated savings from this cut is $786,000 per year. Of course, eliminating any drug, service or treatment will save money, so why pick on ED drugs? A representative of the district claimed the drug is just too prone to abuse. Too many patients without a medical need were getting prescriptions and taking ED drugs recreationally.

It is undoubtedly true that the drug is being taken by many men without a medical need. This has been true almost since the day the drug was invented. It is also true that doctors will provide patients prescriptions for medically unnecessary drugs and then bill health care plans. This has been true long before Viagra showed up on the scene. The problem with this stance is that the same thing is true of painkillers. Prescription painkillers are a massive problem in this country but the Milwaukee School District hasn’t suggested making those illegal.

The really issue here is medical necessity. It is much easier to do something passive like denying a benefit than to do something active like verifying medical necessity.

In any case, the Milwaukee School District may not save as much money as they hoped. In 2010, Milwaukee Teachers’ Education Association files a law suit against the district.
